The Government of Guyana with support from the IDB has undertaken the reform and transformation of the Guyana police force (GPF) from an incident — driven reactive institution to one that relies on analysis of patterns, incidents and problems.
A major initiative of this reform is to design, develop and implement an Integrated Crime Information System (ICIS) to support the Ministry of Public Security (MOHA) and the Guyana Police Force (GPF) in creating an enabling environment wherein comprehensive, up to date crime related information is readily available and shared through the use of the modern technology.
1. The establishment of an Integrated Crime Information System that provides the Ministry of Home Affairs (MOHA) and the Guyana Police Force (GPF), with access to other existing Governmental database which may posses information that provides complete profile of perpetrators and victims.
2. The enhancement of the overall efficiency and effectiveness of the justice system in Guyana as a collective through accessibility to accurate, digital and comprehensive crime data, as well as improving the analytical capacity and work practices of policy analyst and (GPF) personnel.
3. The development of a functional crime observatory with capacity for spatial statistical analysis and geo-referenced mapping of crime and violence related injuries and death thereby, facil0ating the assessment of the impact of social programs and interventions.
4. The building of capacity in the Data Management Centres at the MOHA and GPF for the operation, management and maintenance of IT infrastructure, thereby positioning these institutions to become technologically driven organizations with high performance profiles.
The ICIS will provide for information exchange between the Ministry of Home Affairs and other key Government agencies namely;
•The Department of Public Prosecutions
•Magistrate and Supreme Courts
•Guyana Prison Service
•Guyana Revenue Authority
•General Register Office
•Licence Revenue Office
•Immigration and Passport Office
The Integrated Crime Information System is made up of several distinct components:
•Data Centres at the Ministry of Home Affairs and Police Headquarters are used to store all of the information generated by the ICIS. These centres have been designed to provide the right environment for data storage and information processing. They also provide a high level of redundancy in the system, in that if one centre fails the other centre will provide the same level of functionality.
•Within the major Stations and Departments of the Police Force, computer networks have been established to allow ranks to input information to support the operational and law enforcement activities of the Force. Computers on these Local Area Networks (LAN) connect to the Data Centres over a secure Wide Area Network (WAN) that covers the coastal and major hinterland locations.
•Several software modules will be developed to automate the routine law enforcement functions within the GPF.
Crime Occurrences and Reporting
This module will:
1. Facilitate the electronic data input and reporting of all crime regardless of physical location.
2. Support ranks with their investigations and verification of information received from reporters, witnesses and suspects.
3. Serve as the primary source for the compilation of the GPF "Morning Report"
This module will:
1. Support the preparation of all information pertaining to cases brought against persons who have been arrested by the GPF.
2. Support the data entry and tracking of information from when charges are laid to the final decision in the Magistrate Courts.
3. Allow the staff at the DPP to review and provide guidance on the direction of the case prepared by the GPF.
Criminal Records Module
Provides data entry and update of the criminal records database as charges are laid against arrested persons and or a decision is made by the Magistrate Court. It will also aid in the processing of applications for police Clearance, as well as generate statistical reports and relevant outputs to support Investigative and intelligence gathering activities.
The Guyana Prison Service will use this module for:
•Electronic Registration of all Prisoners
•Maintenance of relevant bio data for all prisoners
•Recording and monitoring of education /training received by prisoners.
•Prisoner release scheduling/Automatic parole scheduling.
•Court appearance and scheduling
•Remand prisoner Administration
•Prison population statistics
•Prisoner check in /checkout
Statistical information will be gathered from Georgetown Public hospital, New Amsterdam Hospital, Linden, Bartica, Suddie, West Demerara Diamond and Lethem hospitals on injuries and deaths due to:
•Non Intentional Deaths
•Traffics Accidents (Fatal and Non Fatal)
This module will provide for:
•Operational support to the Traffic Department.
•The data entry of the Traffic tickets issued to drivers.
•The on line reconciliation and payment of the traffic tickets.
Geographic Information System
This is a primary component of the ICIS Geographic Information system (GIS) that will be implemented for use by the Crime Observatory and the GPF. It will capture manage, manipulate and display spatial reference in data in the electronic format.
Transport Information systems
This module will provide for the input and access of aviation and maritime transportation information provided by the Civil Aviation Department, Martine Administration Department and the Guyana Coast Guard.
Registration and Renewal of firearm Licences
This application will allow divisions to electronically record firearm application and renewal, and also support the process from application to final approval or rejection .This application will track the amount of ammunition approved for each firearm, country of origin, manufacturer, caliber and also whether the firearm was acquired from firearms dealer in Guyana.
This module will maintain an electronic record of all the person s that have been returned to Guyana as a result of crimes committed overseas. The application will maintain all records related to deportee interviews and also the agreements with individuals who have consented to supervise the deported persons.
Cross Border Licensing
The International Road Agreement between Guyana and Brazil has been established to support and regulate the process of cross border trade and related activities. In support of these activities this module of the ICIS will facilate the following:
•Driver licence, business licence. Criminal record verification
•This module will reside on the Wide Area Network (WAN) and facilitate concurrent access for Ministry Of Public Security and the Guyana Revenue Authority.
Collaborative Virtual Workspaces
The ICIS will incorporate virtual workspaces into its features so as to facilitate information sharing and online collaboration among the law enforcement agencies involved in counter narcotics and other such operations. Designed conceptually along the lines of social networking tools like Face Book and My Space the virtual workspaces will be private, highly secure collaborative tools that will allow the MOHA, GPF, CID, SB, CANU and The GDF to collaborate on line and in real time in efforts against illegal narcotics and other activities.
